Our facility in Singapore has key functions in research and development, procurement, sales and finance for our Lighting and Detection business lines, in addition to key functions related to our Optics Manufacturing capabilities.

This site produces optical lenses such as spherical, aspherical and plano optics, with large machine shop capabilities and expertise in optical coating and assembly. Our photonic products and solutions serve a wide range of markets and applications in the areas of medicine, life science, industrial manufacturing, defense, and aerospace, as well as research and development. 

We are presently seeking an Accounting Compliance Executive that will ensure the company’s full compliance with Singapore government incentives and statutory obligations. This role is responsible for the administration, documentation, and audit readiness of EDB grants, R&D enhanced tax deductions, and GST submissions.


Main responsibilities:

EDB Grants Administration and Compliance

  • Ensure complete and accurate documentation and tracking of all project expenditures (Opex and Capex) related to EDB-funded initiatives.
  • Verify that project costs are fully supported, compliant, and aligned with approved EDB grant budgets.
  • Coordinate with project leads to:
    1. Monitor and verify project training time sheets.
    2. Ensure complete documentation of travel-related expenses (airfare, accommodation, transport, meals) incurred by trainees during overseas training, in alignment with GBS Concur/SAP records.
    3. Correlate CAPEX items and professional services to the appropriate EDB project cost centers.
  • Monitor actual costs against grant budgets and project milestones, identify variances, and support corrective actions where necessary.
  • Collaborate with project leads through monthly meetings to prepare required narratives and milestone assessments for EDB submissions.
  • Generate periodic reports and coordinate with relevant departments for monthly, quarterly, and annual surveys or data requests.
  • Prepare EDB claim forms and coordinate special audits prior to submission (at least annually).
  • Liaise with EDB representatives and internal stakeholders to ensure timely and compliant claim submissions.

GST Compliance

  • Work closely with the Singapore accounting team to ensure accurate quarterly GST reporting and compliance with IRAS requirements.
  • Support documentation, reconciliation, and verification of GST-related transactions and returns.

R&D Tax Incentives

  • Partner with the tax team on R&D enhanced income tax deductions under Section 14D.
  • Assist in documentation, data compilation, and coordination with R&D teams to ensure proper qualification of eligible activities and expenditures.

Compliance and Process Improvement

  • Stay updated on changes in grant regulations, best practices, and process enhancements.
  • Provide guidance and support to internal teams (Project Leads, HR, Finance) on grant-related matters.

Requirements:

  • Diploma in Accounting or a relevant business discipline.
  • Minimum 3 years of experience in GST administration and project financial management.
  • Experience with government EDB grant submissions.
  • Audit experience is an advantage.
  • Excellent written and verbal communication skills.
  • Experience working with Singapore government agencies (e.g., EDB, IRAS) preferred.
  • Understanding of R&D tax incentive frameworks is desirable.
  • Proficient in Microsoft Excel and familiar with SAP ECC6 or S/4HANA.
  • Strong attention to detail and organizational skills.
  • Disciplined in data management and documentation with an audit-oriented mindset.
  • Collaborative, proactive, and able to work independently with minimal supervision.
  • Ability to manage multiple projects and deadlines effectively.
  • Continuous improvement mindset with strong problem-solving skills.
