Excelitas Technologies is a leading provider of advanced, life-enriching photonic technologies serving global market leaders in MedTech, Life Sciences, Advanced Industrial, next-generation Semiconductor, and Avionics end markets. Our Billerica, MA facility is home to Axsun Technologies, an Excelitas brand specializing in the design and manufacture of MEMS-based swept-laser engines and micro-scale optical devices used in Optical Coherence Tomography (OCT) and Near-Infrared (NIR) spectroscopy applications. The site also includes the High-Voltage Power Supply product line (previously located at Excelitas' Salem, MA facility), which designs and manufactures highly regulated high-voltage DC power supplies, capacitor chargers, and related power electronics for E-Gun, X-ray, ion implantation, and other mission-critical applications.

We are presently seeking an Environmental, Health, Safety and Facilities Manager for our Billerica site.  The EHS & Facilities Manager owns environmental, health & safety and facilities operations for the Billerica site, ensuring a safe, compliant, and well-maintained workplace across the site's photonics/MEMS laser manufacturing and high-voltage power supply product lines. This role leads safety programs (including high-voltage electrical safety, laser safety, and hazardous materials handling), environmental compliance, facilities operations and maintenance, and site emergency preparedness, business continuity, and security. The EHS & Facilities Manager leads a team of EHS/facilities staff and/or contractors and partners closely with the Site/Plant Manager and cross-functional leaders (Operations, Manufacturing Engineering, HR, Quality) to protect employees, the facility, and business continuity.

Main responsibilities:

  • Team Leadership:  Lead the site EHS and facilities team and/or contracted service providers, including hiring, coaching, performance management, and development;
  • Health & Safety:  Develop, implement, and continuously improve site safety programs, including high-voltage electrical safety, laser safety, machine guarding, hazardous materials handling, PPE, and lockout/tagout; lead incident investigation and corrective action;
  • Environmental Compliance:  Ensure compliance with OSHA, EPA, and Massachusetts state environmental and workplace safety regulations, including hazardous waste management, air/water permitting, chemical storage (e.g., process gases, dielectric oils used in high-voltage equipment), and required reporting;
  • Facilities Management:  Own facilities operations — building systems (HVAC, electrical, cleanroom environments where applicable), preventive maintenance programs, space planning, and vendor/contractor management; lead facility-related capital projects in partnership with Manufacturing Engineering;
  • Emergency Preparedness & Business Continuity:  Develop and maintain the site's emergency response, crisis management, and business continuity plans; lead emergency drills and coordinate with local fire/emergency services;
  • Security:  Own site physical security programs, including access control, badging, and visitor/contractor management, in coordination with corporate security requirements;
  • EHS Management Systems:  Maintain and support site EHS-related certifications and management systems (e.g., ISO 14001, ISO 45001 where applicable); support internal and customer/regulatory audits;
  • Cross-Functional Partnership & Culture:  Serve as EHS/Facilities counterpart to the Site/Plant Manager on safety performance, regulatory risk, and facility readiness; deliver safety training and drive a strong site safety culture.

Requirements:

  • Education:  Bachelor's degree in Environmental Health & Safety, Occupational Safety, Engineering, or related field required; relevant certifications (CSP, CIH, CHMM) a plus;
  • Experience:  7+ years of progressive EHS and/or facilities management experience in a manufacturing environment, with at least 3 years in a people-management or team-lead capacity;
  • Industry Background:  Experience with high-voltage electrical safety and/or laser safety programs strongly preferred; experience in electronics, photonics, or precision manufacturing environments a plus;
  • Regulatory Knowledge:  Strong working knowledge of OSHA, EPA, and Massachusetts environmental/safety regulations; experience with hazardous materials/waste management and environmental permitting;
  • Technical Skills:  Familiarity with ISO 14001 (Environmental) and/or ISO 45001 (Occupational Health & Safety) management systems;
  • Risk & Continuity:  Demonstrated experience developing emergency response and business continuity plans;
  • Leadership:  Proven ability to lead cross-functional teams, influence without direct authority, and communicate effectively with site leadership and regulatory agencies.
